Fairfax, VA – WTI, an innovative small business leader in mobile and web application development, is pleased to announce that it recently received overall “Exceptional” ratings from the Broadcasting Board of Governors (BBG) on Contractor Performance Assessment Reports (CPARs) for three separate contract initiatives. To achieve an Exceptional rating, a Contractor’s performance must not only meet but exceed many contract requirements and result in multiple significant benefits to the Government.

WTI has been an industry partner of BBG since 2013.  BBG oversees all U.S. civilian international media and is also the board that governs those broadcasts and depends upon effective mobile applications to support its critical communications mission. WTI was engaged by the Agency to increase worldwide client engagement and utilization of its digital services.

CPARS is a web-enabled application that collects and manages the library of automated Contractor Performance Assessment Reports (CPARs). A CPAR assessment is based on objective facts and supported by program and contract management data, such as cost performance reports, customer comments, quality reviews, technical interchange meetings, financial solvency assessments, construction/production management reviews, contractor operations reviews, functional performance evaluations, and earned contract incentives.

Specifically, WTI received “Exceptional” CPARs assessments on three separate contract initiatives that focused on digital innovation – one for JavaScript, HTML and CSS development for cross-platform application development; another for increasing user interaction, engagement and usability on BBG’s public-facing websites; and a third for development, design, maintenance and upgrade of a suite of mobile applications.

Some of the exceptional benefits of WTI’s work cited in CPARs include:

  • Apps regularly highly-rated by users, all with at least a 4-star rating, and some in upper-four-star range
  • App work has showcased to both Houses of Congress, members of the State Department and USAID
  • Globally in the Google Play and Apple App Store apps frequently ranked in the top 20 news applications for many of audience/target countries in Africa, South America, the Middle East, Eastern Europe, S.E. Asia with surges into the top 10
  • The mobile news platform WTI helped develop across components of the BBG – and used around the world – was named a finalist for the “Best Mobile Publishing Product or Service” in the GSM Association (GSMA) 2014 Global Mobile Awards. This unique mobile app provides news and information for people in more than 100 countries, in 43 languages on the world’s two largest smartphone and tablet platforms
  • In March 2015, another multipurpose news app WTI co-developed, to engage one of Africa’s largest mobile markets, was named finalist at GSMA Global Mobile Awards.

  • No protests on orders under $10M, except on the grounds that the order increases the scope, period, or maximum value of the GWAC; which minimizes protest risk and supports timely order award for optimal mission support.

To be selected for STARS II, 8(a) industry partners must meet GSA’s requirements for technical proficiency, competitive pricing, and industrial credentials, with past performance playing a key factor in award.   To that end, managing partner WTI has received numerous honors for its proven portfolio of work for the Federal Government to include:
